Fixed Deposit Rates in Sri Lanka: What to Read Before You Lock In
A promotional rate looks attractive on the banner, but the net return after withholding tax and fees can be noticeably lower than the headline number suggests.

Your neighbour mentions their bank is running a special FD campaign "” a rate that is half a percentage point above the standard offer, valid only through the end of the month. You walk in, the teller confirms the rate, and you transfer the funds. Three months later, you check your returns and wonder why the number is lower than you calculated. Fixed deposit rates in Sri Lanka are straightforward in principle, but the details of withholding tax, compounding frequency and promotional eligibility conditions make the actual return less predictable than the headline rate implies.
How Fixed Deposit Rates Are Structured
A fixed deposit locks your money with a bank or licensed finance company for a set period "” anywhere from one month to five years "” in exchange for a guaranteed interest rate. The rate you receive depends on several factors.
Tenure is the most significant variable. Longer tenures generally attract higher rates, though this relationship flattens when banks are managing liquidity carefully. A three-month FD and a twelve-month FD at the same institution can carry meaningfully different rates.
Institution type matters too. Licensed finance companies are regulated by the Central Bank and often offer higher FD rates than commercial banks to attract deposits. The higher rate compensates for the marginally higher risk profile compared to a systemically important bank. Both types of institution are covered by the deposit insurance scheme administered by the Sri Lanka Deposit Insurance Scheme up to the scheme's coverage limits.
Customer category affects the rate at many banks. Senior citizens "” typically defined as those aged 60 or above "” often receive a preferential rate that is 0.5 to 1 percentage point above the standard rate for the same tenure. Some banks extend similar preferential rates to staff or existing high-balance depositors.
Promotional campaigns run periodically, typically tied to financial year ends, festive seasons or liquidity needs. A promotional FD rate is usually valid for placements made within a specified window and may apply only to a minimum deposit amount.
What Withholding Tax Does to Your Return
Interest earned on fixed deposits is subject to withholding tax (WHT), deducted at source by the bank before the interest is credited to you. The applicable rate depends on your tax residency status. For resident individuals, the current WHT rate on interest income applies unless you qualify for an exemption.
This deduction is not visible in the headline rate the bank advertises. When comparing two FD offers, always calculate the net post-WHT return rather than comparing gross rates. A hypothetical example: if a promoted rate of 14% per annum applies to a one-year deposit, and withholding tax applies at a rate of 5%, the effective net rate is closer to 13.3% "” a difference that becomes material on larger deposits.
Banks are required to issue a WHT certificate that you can use when filing your annual income tax return. If your total income falls below the taxable threshold, you may be able to claim a refund of the tax withheld "” but this requires filing a return.
How to Compare FD Promotions Properly
When a bank announces a special fixed deposit rate, the headline rate is only the starting point. Here is what to verify before placing a deposit.
- Confirm the minimum deposit amount. Promotional rates frequently require a minimum placement "” sometimes LKR 500,000 or more. The standard rate applies to amounts below the threshold.
- Check the campaign validity dates. A promotional rate is only available for deposits placed within the announced window. Calling the bank the week after the campaign closes means you get the standard rate.
- Ask whether the rate is for new funds only. Some promotional FDs exclude rollovers of existing deposits at the same bank. If you are renewing a maturing FD, the promotional rate may not apply.
- Clarify the interest payment frequency. Some FDs pay interest at maturity; others pay monthly or quarterly. The compounding frequency affects the effective yield, particularly on longer tenures.
- Confirm the premature withdrawal penalty. If you need to break the FD before maturity, most banks apply a penalty "” either a reduced rate or a flat fee. Know the penalty before you commit.
- Check whether the institution is licensed. The Central Bank of Sri Lanka publishes a list of licensed banks and finance companies. Placing a deposit with an unlicensed entity is not covered by deposit insurance and carries significant risk.
Common Mistakes When Placing a Fixed Deposit
Most depositors who feel they got a poor return made one of these assumptions before placing the deposit.
Comparing gross rates without accounting for withholding tax. A rate that looks 0.5% higher at one bank may deliver a lower net return than a slightly lower rate elsewhere once WHT is applied, especially if you qualify for a preferential WHT treatment at one institution.
Assuming the promotional rate applies automatically on renewal. When your FD matures, it rolls over at the current standard rate unless you actively request a new rate or move it to a fresh promotional product. Banks do not automatically apply the best available rate to a renewal.
Not reading the premature withdrawal terms before placing. An emergency that requires you to break the FD early can eliminate most of the interest earned. A shorter-tenure FD at a slightly lower rate may be more practical than a higher-rate long-tenure deposit if your liquidity needs are uncertain.
Overlooking the deposit insurance coverage limit. Deposit insurance does not cover the full amount of large deposits. If your total deposits at a single institution exceed the coverage limit, understand what portion is uninsured before concentrating a large sum at one institution.
A Hypothetical Example: Comparing Two FD Offers
This example uses fictional numbers to illustrate how two seemingly similar FD rates can produce different net returns. It is not a real bank offer.
Say Bank A runs a promotional twelve-month FD at 15% per annum, with a minimum deposit of LKR 1,000,000, open to new funds only, with interest paid at maturity. Finance Company B offers a standard twelve-month FD at 16.5% per annum for a minimum of LKR 500,000, open to all customers including rollovers, with quarterly interest payments.
Before WHT, Finance Company B's gross rate is 1.5 percentage points higher. After withholding tax at the applicable rate, the net difference narrows. But Finance Company B also pays interest quarterly, meaning you receive funds throughout the year rather than waiting twelve months "” which has a practical value if you manage a budget on interest income.
The higher rate from Finance Company B does not automatically make it the better choice. Regulatory standing, deposit insurance coverage, your own liquidity needs and the convenience of quarterly income all factor in. Run the calculation for your specific deposit size and tax situation before deciding.

Frequently Asked Questions
How do fixed deposit rates in Sri Lanka compare across banks and finance companies?
Licensed finance companies generally offer higher FD rates than commercial banks to attract retail deposits. The difference can be 1 to 3 percentage points for comparable tenures. Both types of institution are regulated by the Central Bank, but commercial banks carry a lower risk profile. The Monetary Board publishes guidelines on licensed institutions, and rates are freely visible on each institution's official website.
Do senior citizens get better fixed deposit rates in Sri Lanka?
Yes "” most banks and finance companies in Sri Lanka offer a preferential interest rate for senior depositors, typically those aged 60 and above. The premium above the standard rate is usually between 0.5 and 1 percentage point. You will need to present your National Identity Card to confirm your age when placing the deposit.
What is withholding tax on fixed deposit interest and how does it affect my return?
Withholding tax is deducted by the bank from your interest before it is credited to you. The rate depends on your residency and tax status. Because it is deducted at source, the net interest you receive is lower than the advertised gross rate. When comparing FD offers from different institutions, always calculate the post-WHT return for a fair comparison.
Can I break a fixed deposit early if I need the money?
Most banks allow premature withdrawal but apply a penalty "” usually a reduced interest rate (often the savings rate or a lower rate than the contracted FD rate) for the period the money was held, or a flat penalty fee. The specific terms are set out in the FD agreement at the time of placement. Read them before committing, especially if your liquidity needs might change.
Are fixed deposits covered by deposit insurance in Sri Lanka?
Deposits at licensed banks and finance companies in Sri Lanka are partially covered by the Sri Lanka Deposit Insurance Scheme administered by the Central Bank. Coverage is subject to a maximum limit per depositor per institution. Large deposits that exceed the coverage limit are not fully protected if the institution fails. Check the current coverage limit on the Central Bank's website before placing a large sum at a single institution.
Check the Terms, Then Lock In
A fixed deposit is one of the more straightforward savings instruments available, but the difference between a well-placed deposit and a poorly structured one comes down to reading the campaign terms carefully before you transfer the funds. Confirm the minimum amount, the campaign window, the WHT implication and the premature withdrawal penalty "” then compare two or three institutions rather than defaulting to your existing bank.
